There are many blue collar jobs such as in construction, engineering and catering that could be trained inhouse and a condition of their probationary period should be employment in that profession In a commercial setting or perhaps join the army is special units.

The young boys (and girls) should be in different prisons - for those that have substance abuse and those that could be readily trained for suitable employment as soon as they hit jail time.

They have to pay for their schooling just as we do. They have to have room for enough people to have classes and, they have to have the teachers to do it.

My Ex son-in-law spent enough time there to know. He tried to raise up but, kept getting knocked down by the system. He kept trying to get into drug counseling but, again, there was never enough to create a class so, it was dropped. the same for a high school GED, there was never enough to form a class.
The classes are just as high in there as out here and, contrary to popular belief, the tax payers do not pay for their education. This is simply an urban legend, they have to pay for their own and have a family member pay for it for them.

Young people are usually in a juvenile location if they are in an adult prison they have usually done something so serious that its going to be quite a while before they come out. I don't even know how you are going to separate them for those who have substance abuse and mental incapacities, since most of the entire prison populations have one or the other. Engineering requires an intelligence that is beyond most of them. Way beyond. Your idea that blue collar would welcome druggies is a bit without thought, most places have random drug tests that would toss the guy out at the first bad test. Even Home Depot tests before hiring. Truck drivers too.
Caterers aren't going to hire guys with tattoos to cater a business party. And no construction boss is going to hire someone who might fall off a beam. One of the reasons they take to crime is that they simply aren't suitable for anything else if not due to their IQ then due to their substance abuse.
Some of them make it, most of them just go in and out of they system. Few of them actually want to sweat and they would rather go for what they see as the easy money available through crime.

Seems like a reasonable idea. Studies have shown that the higher a persons education level, the lower likelihood of criminal activity. Not to mention, that without the opportunity to better themselves, many of these people will go back to what they were doing before ... or become rappers. Either way, its a very good idea. I know a lot of places cut education programs for prisoners citing financial hardships, but the investment of having more productive taxpaying members of society is more than worth it.
