It depends on what OS your using. If its Windows it will be happy you rebooted. Windows has a tendency to slow down the longer it is left running.
If the OS is Linux you can leave it running for months on end with out loosing performance.
As for cost of electric, If you have a CRT monitor I recommend turning off your monitor or having it set to automatically go to sleep when not in use. The amount of electricity these things use is sick! (I can't wait to get an LCD!). If you take advantage of your systems power management features you shouldn't see a big hit in electric bill by leaving it on.

There is no problem if you do not switch off your PC. PCs take up very little power so no need worrying about electricity bill. Yes you should be looking into the effective cooling of all the parts especially the CPU and your monitor which can blow off if not effectively cooled.
Yes one more thing i would like to tell you is that CPUs have a life if about 30000 hours, so the longer you keep them running the earlier it will burn down. An average calculation shows that 3-4 hours of running of CPU everyday will keep your CPU running for 12 years whereas 24 hours of running will make it burn off in just 3 years. SO keep in mind you might have to buy a new CPU very soon.

I only reboot mine every couple weeks or so. The only effects you'll get is it slowing down a bit, and that's the only reason I reboot. You should be fine leaving it on that long.
PS. Ignore the first answer, I have 1 PC running 24/7 as a webcam server, that's only rebooted like every 3 months. My electric bill is fine.

Of course, it is too expensive when your electric bill will be delivered into your house. Hahaha. Save electricity. Don't use too much electricity. Huh.
