If a vehicle does not get the specifies fuel consumption what are my consumer rights?

You could try but they will probaby say you're driving badly. Using brakes too much, too heavy on the gas, it all contributes to heavy petrol consumption.

You can only reject a vehicle when it is not of the quality you are reasonably entitled to expect or it is defective or it is not fit for the purpose for which it was intended.

The fuel consumption specified is on a rolling road under laboratory test conditions and is the same for all new cars. It is intended to be a guide only but there is no warranty given or implied that you will achieve a simialr level of consumption.

If the excessive fuel consumptiopnw as caused by an engine management fault then you may have a case, but otherwise, I'm afraid not.

No! There are too many issues effecting the reason you are getting the mileage you are, and you aren't going to be able to prove one, even if such a law existed. That does not mean in very obvious circumstances that the Lemon Law does not apply.
