Depends what country you are in and therefore what law. It's illegal in most countries.

In Australia it is "Unauthorised Access to Computer Data" under most state crimes acts. In the US it is illegal under federal law, in the UK it is illegal under privacy legislation....

Yes it is unlawful to open someone else's e-mail account unless given permission by the person that the account belongs to, It is an invasion of your privacy, And it is a crime.

'Unlawful' depends on the laws of each country as said before, but more than 'Unlawful' it's 'Unethical', and is invasion to privacy. So you'd better be stopping an alien invasion or something because if you get caught, you can get in real deep trouble.

In most countries, without their permission it's a criminal offence.

Specifically, in most COMPANIES you will get sacked for computer misuse if you get found out doing it without permission.
