How do you optimize a XP to veiw Windows Media Streaming video without buffer trouble

56k modem can't deliver data fast enough... you can't optimise XP to recieve faster than the comms device can deliver data.

You might want to look at the various 'download accelerators' that people offer for sale... but not sure they'll give you much with already compressed content.

Otherwise you'll have to go for DSL/ADSL if you want to be able to watch streaming video without waiting for it to buffer.

If you don't have a high speed internet connection, you can't make a dial up modem go fast enough to view streaming video.

Period.
