I think they do it on the web especially when asking questions as a defensive measure because too many people are too quick to jump on someone for asking a question. If they ask something that they believe everybody else may already know, they use the 'only' to let people know that they are young and are looking for information. But in conversation, it is a different story. If you refer to them as being 'only' a certain age, it is disrespectful and can offend them. People think that you can't disrespect someone because they are young, but that is not true.

My kids don't. They always add "and a half" to the end of their ages. Can't wait to grow up.
