Even after these 3 sprays, I still have them. Is the apartment owner using a cheapo exterimination company? Can I call the health dep't. and NOT be evicted?

The other apartments around you probably have them. The landlord should have the entire building sprayed. Or possibly the entire grounds and apartment complex.

I had that happen before-many sprays and no luck. Later I found out the people above me were foreigners and had the entire hallway lined with bushels of fermenting vegetables, full of bugs. Nothing could ever have got rid of them for me.

When I prepared my kids's Easter baskets the night before and found them crawling with roaches in the morning, I gave my 30 day notice.

Oh the lowly Roach, To treat a few units on a 24 unit building from one unit to the other. It could be they are not killing them very well. The roaches will get into every thing. If the entire unit is not sprayed they will live on forever. Here is what must be done to each unit or this will continue forever. Each area of the unit must be sprayed.. (stoves, Refer, dishwasher, Everything) Then in 5 days it must be done again. The eggs will hatch and it will start all over again and this is why the roaches are returning because it is not being done in 5 days.

Google search using home remedies if the professional sprays aren't working. If you take away all their water sources and poison them naturally, they won't be able to adapt. According to my resources, if they have water, they can go for a long time without eating and are willing to eat their own young for survival and are drawn to their own excrements. Vacuum as much as you can and empty out the vacuum. Carpet cleaning on a regular basis can help too. Remove all trash at least daily or more often than that. Keep pantry foods either in the fridge or in very air tight containers. Make sure there is no water for them. Another trick you can do is to leave out a midnight snack for them. Put (powedered) sugar with baking (soda or powder), put it in a jar lid and leave it where you see them. According to the website they will love it and die! Another thing you can do is use borax powder all around the washing machine and dryer and fridge and other places that are dark and have cracks and crevices. You might want to consider using something in the toilet to make it not a good drinking place for them. Try commercial roach traps too along with different chemical variations of defoggers. Another thing you could try is to powder the floor with the baking soda or baking powder and give them enough time to run around at night and while you are at work in the baking soda and bring it back to their hiding places and comrades.
Wash all your clothing as much as possible. Try to do spring cleaning as much as possible. If you have gratings where they can come from the nieghbors, be sure to put extra anti-roach materials around there, and around the sides of the walls and on the outside or inside of the doors. Check to see how the neighbors are living. I have heard that even when next door neighbors in regular housing buildings have roaches then you either have them or will be likely to get them too. Another alternative is to temporarily move out and have these devices there while everything is shut off and give them enough time to die off (provided that the neighbors are neat freaks who are doing these techniques too), or like someone else mentioned, find another dwelling to live in. They can bring all kinds of diseases to you and are a cesspool of possible sickness. You can't change your neighbors, but you can change your apartment option. You can ask the landlord which company is being used and find out if they are using top of the line materials and the roaches have just gotten used to the sprays or if the landlord and company need to upgrade to more powerful solutions. It wouldn't hurt to check around with other people to see what they have successfully used in that area.

make sure you clean like crazy. roaches excrement in small amounts constantly and they follow their own scent as pathways so make sure you're constantly cleaning to get rid of roads they might have.
