No. There are some--very specific--situations where it (hate speech) can be--and is--restricted. The Courts have often dealt with this problem. In general, speech--no matter how obnoxious or hateful--is allowed.

But there are some exceptions. hate speech that crosses the line to the point of becoming libel, intimidation, or threatening is not considered protected speech under the Constitution. It also isn't protected if it is used to provoke a fight.

No, as much as I despise hate speech, It is covered by the Constitution. suppressing it would be a violation of the right of freedom of speech.

Not unless you are inciting others to commit violent acts upon others! But if you just want to rant how you hated black people, Americans etc., then that's your right to free speech.

Are you referring to HR 1592? It in no way, shape, or form criminalizes speech. It only refers to violent acts. Read it yourself;
