some insurance companies wont even cover the money for a brain tumor or cancer treatment..let alone something wrong with your penis.
they try to give out as little money as possible, so they will probably try anything to keep from paying for the surgery. i heard of one women who couldn't get a VERY needed surgery because the insurance company found that many years back she had a YEAST INFECTION!! what kind of BS is that??!
so no. they probably will not cover it. but maybe when you get the benefits check with your agency and find out. also, you may want to have a doctor evaluate you just to be sure that that's what you have.

It might. If it's "medically necessary" then it's almost certainly covered. If it's cosmetic then it might not be. The only way to find out is to ask your doctor then ask your insurance company or whatnot. Chances are that it's at least partially covered by insurance.

I'm in another country, with a different system but I would have thought it would be considered a pre-existing condition if the insurance is just cutting in.
Have you tried stretching the frenulum? That often works without surgery.
