In ma opinion thats because we can't solve problems by using the same kind of thinking we used when we created them... and beside that we live in a world of science nd technology nd electronics. Science... never solves a problem without creating ten more.

The main reason why problems recur day after day is our short term outlook..... we look for quick fix and by-pass solutions rather than having the patience to unravel the root of the problem to eliminate it altogether. The best example of this is our modern practice of medicine.... more often than not, the treatment relates to the symptom rather than the cause of the malfunction in the body. Our modern approach is impatient and peripheral which can only subdue or bypass an issue for the time being and not finish it for all time.

I think if we take the simple logic of physics. We are in a constant motion. When there is a constant motion, there is always change. The law of the negation of the negation. Therefore, as every morning is different so do the problems. They will come in a different shape or form. They can't be the same.

If you don't change, nothing changes.
There are two ways to make a change: from within or from without. If there are problems that can be solved, then find the solution & do it. Sometimes the biggest change you can make is to alter your outlook, your attitude. If you choose to be positive, life can start to look better & you can be happy. If you choose to be negative & see life as hopeless then it will be.
I always liked the Serenity Prayer:
"Grant me the serenity to accept the things I can not change,
the courage to change the things I can & the wisdom to know the difference."
Change what you can & don't worry about the rest.

In my case, It's because I am depressed to do anything about it. I procrastinate thinking there will be another tomorrow, then another, then another hoping that those problems would go away but they don't.

This is so because you didn't fix the problems from yesterday. if you had solved them you wouldn't have them anymore. there is only one way to solve your problems and it isn't waiting for them to disappear.
