Where is the guy in pokemon diamond who can restore a move that you deleted for a heart sacale?

You can find him just below the berry patch in Pastoira City, not only does he restore deleted moves he can also teach a few new moves to your pokemon e.g. He can teach Empoleon Swords Dance which it can't normally learn by level up. Also hecan give Noctowl Sky Attack and Charizard Dragon and Shadow Claw the entire list is on serebii.net
