I'm not sure if this is what you are talking about, but I have seen little sheets of soap, they sort of look like breath strips and come in a similar dispenser. They look like a tiny sheet of paper, or film. The size I have seen is only really enough to wash your hands or face. You take one off the stack, the top one sticks to your wet fingers and use it up completely.

This is a great way to make sure you have soap in a public bathroom, and other on the go uses, or for handwashing in a high traffic home bathroom. It isn't as hygenic as a pump dispenser of liquid soap at home, but it is better than a large bar of soap at the sink.

I don't know how this stuff is made, unless it is similar to a meat slicer or rolled out very thin. The pieces are extremely thin, even seethrough sometimes, you probably can't do this at home.
