I have to agree with the answers so far, so I won't post what they've already said.
One of the regular users in the forum recently opened his own fish store, so I sent him this link (I found it while looking for something else, but it's appropriate for your question). Thought you might like to read it: http://www.wetwebmedia.com/AqBizSubWebIndex/hobratestrs.htm

The people who own or run the shop know what they are talking about, they sell what is suitable to people who are truly going to take care of the fish and have a genuine need to care for and understand the aquatic life they have bought. They understand the marine life they are selling, they aren't just in this business for profit only, they are careful who they sell to, they know what they are talking about, when they buy and ship aquatic life oversees they take care who they deal with, i.e. they only deal with genuine people who are careful of how the marine life is packaged and shipped over.

A good aquatic shop would consist of good stock(marine & freshwater)Staff that know what they are talking about, Really good environment for the fish eg not it overstocked tiny tanks, no whitespot or other diseases, no dead fish in the display tanks. Also good reasonably priced hardware eg skimmers, MH lights, calc reacters etc.

-A wide variety of fish. This includes fresh and saltwater fish, invertebrates and crustaceans, coral and live rock.
-The tanks should always stocked with a good amount of fish.
-An aquatic specialist with a few years of experience available. -The tanks should also be clean. This includes no algae, clear water, clean gravel, and no dead fish.
-There should also be a good selection of products to choose from.

I think a shop with a wide variety of fresh water and salt water fish is a good shop. It is also important for the staff to be knowledgeable in this area as well. There are alot of beginners and will need guidance.

By far the most important things is that the people that work there are not just out to make a buck and sell you stuff but rather that they are dedicated to educating their customers as to the proper way to keep fish.

A nice, clean store interior.
Clean, minimally decorated tanks, that are not overstocked. A wide variety of fish species is nice as well.
A wide variety of decorations and products, and having everything organized and easy to find.
Knowledgeable, friendly staff.
Decent prices.. not overpriced for small decorations.
