They always have been, are running rampant now, and will continue to exist as long as there are dysfunctional families in the world...
The main reason that kids join a gang in the first place is that they are looking for two things: A "family-like" environment, and to simply belong to something.
What most of these kids fail to realize is that once the "heat" is on, the leaders will take off - leaving these poor kids rotting in jail (or worse)...
Sometimes it only starts off as a small group of friends - but as things grow, then all those friends get bored doing all the "usual" things. Then one day, one of them suggests something like "hey, why don't we go down to the Burger King and try to grab us some free Whoppers?"
At this point, the others join in as they are still looking for SOMETHING to do - so they start down the road to becoming a gang. Burgers quickly give way to pushing people around, and eventually things such as mugging people...
