Bush has basically appointed himself the "Power" to over throw Congress and everyone else in the event of a "Catastrophic emergency". So if "ANYONE" (Conveniently.) does something to harm a large amount of American's, WE will basically be at Bush's mercy. He would Decide on Anything, without needing Authority from Anyone else.
"Catastrophic emergency" is loosely defined as "any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government functions."
the president can assume the power to direct any and all government and business activities until the emergency is declared over. Something to Think about, when someone speaks about a "war on terror" - it's not likely to have a foreseeable end.
So lets hope nothing Catestrophic happens again ever but Especially while Bush is in office, because it also means he can stay in office past his Term.=(

Let's see...Lincoln claimed the same powers when he shut down any press that did not support the Union side of the war, when he suspended the writ of habeas corpus for the entire united states, when he instituted a draft at a national level (never done prior to his term), when he ignored the rulings of the supreme court because he felt they were inconvenient...and when he unilaterally declared the emancipation proclamation (okay, so he only freed the slaves in the confederate states, not the union ones, but still...). Let's see...that was around 1860-1865. Oh yeah, I almost forgot, before he was shot, he was often called a "tyrant" and a "king" or "despot". Imagine that...and here I thought he was one of our greatest presidents...the wonder of it all.

I think you are naive and you have absolutely no basis for your claim. Bless your heart! Congress has not been overthrown. They have been able to obstruct many things. And BTW, 9/11 was a catastrophic emergence. Our economy and infrastructure are fine. We have brought in almost record dollars in tax revenue since he cut taxes. But let not your heart be troubled. I am sure the Dems can undo it and continue to disarm and defund our military as they did for 20 years and we will all wear burkas.

Bush didn't "grant" himself anything. Read the Constitution and remember that congress gave him the authority to use military force. And this idea has surfaced time and again in liberal circles. Its not going to happen. We held elections during both the Civil war and ww2. It would take a full scale Atomic attack to meet the conditions you talk about. Not too likely in the near future.

I thought that was called a Tertiary Presidency, which he could kick in as a third term because there is a war going on. Doesn't say anything about WHO started the war....and before anybody even THINKS of bringing up 9/11, pfft. I'm surprised they could afford the plane tickets. We all know who started this war. It wasn't the Shrub by himself, but everybody who was involved in this mission of disaster. I truely believe though that if that cheeky monkey even tries it, he will be the first American President to ever be tarred, feathered and run out of town and I wouldn't give two cents for his cabinet or Supreme court, I'll buy the feathers. Third term my butt. They gonna be handing on us Jeb next. I'll get extra feathers....

What you are quoting is an operating directive for Executive Order Number 11921 was issues by President Ford. It is about "Adjusting emergency preparedness assignments to organizational and functional changes in Federal departments and agencies." The text is available here http://www.presidency.ucsb.edu/ws/index.php?pid=59356 and divides up responsibilities during an emergency.

The underlying executive order is over 30 years old. What you quoted updates some of the places were cabinet departments have changed and agencies have been renamed. There are no new scary powers here.
