I would give her a giftcard to the mall, or like the new credit card things, where you just put money on it. So she can spend it any way she likes.

i would get her a giftcard or just money would actually be fine too.
depending on what kind of person she is, if you know her well, you can get her clothes or a swimsuit cover up, but that part is a bit tricky because well, you know how sizing issues go and unintended insults and the lot,
or you could go with some music, im sure a Borders giftcard would work out fine, since they sell music and other nifty gadgets at Borders, not just books.
or you could get her a cute pair of flipflops, and just guess her size or discreetly check with some one who knows.
makeup is a hazy topic, mainly because unless its something very basic, like black eyeliner, you're going to want to match up her skin tone with the right colours.
another thing you could try is just odds and ends, like a good book thats kind of teen-pop-ish, like anything by Meg Cabot or Anne Brashares there are plenty of lists around the internet for recommended reading...or (and i know im personally looking forward to this one) you could get her a pre-order certificate to a harry potter and the deathly hallows (thats book 7 :] ) that you will pay for once it comes out!
well, as a last resort, you can always stop by a local shop and pick up some soap or lotion or good smelling body stuff, even a gift certificate to her favourite manicure/pedicure shop would be nice

Does she have an Ipod? If so, an iTunes gift card would be perfect.
If not, almost any other gift card would probably be very appreciated. Maybe a gift card to Hollister, Old Navy, Pac-Sun, or just a mall gift card.
If you wanted to make the gift a little more personal, stick the gift card in a small makeup tote, or inexpensive wallet or purse.
They have really cute, name brand, but discount priced purses, wallets, and makeup bags at Ross Dress for Less that are perfect for that kind of thing.

Get her something from Sephora, there's a lot of good makeup there. Or go to Macy*s and buy the MAC cosmetics if there isn't a Sephora near you.
If she has an iPod, an iTunes card wouldn't be too shabby. It oesn't hurt to give a gift card. Try giving her a gift card to Starbucks or Borders, that's what my friend got for her birthday.
Also get her jewelry or clothes. Go to good stores like Forever 21, H&M, AE, Hollister, and Hot Topic. If you want to get her shoes, try Nordstrom, Aldo, or Nine West.

Money always works, Bath and Bodyworks giftcard, giftcards in general w/ at least $25 on it. i wouldn't suggest an itunes gift card cause there's so many websites where you can get free music so...hope i helped

for example, i know a lot of teenage girls like chris brown...so if she is a fan...get her his album if she doesn't have it already...or somethin related to him
