When I right click and go to 'Save page as...' I select "Web Page, complete". But if that webpage is taken down later, will I still be able to view it? Thanks. It saves as a .php file.

No don't do it that way.
Depending on what browser and version you are using, add it to 'favourites' or 'boomarks' or +*.

There are several was to save a web page or portions of a web page.
Click on File then on SAVE AS and save it in my Documents.
Give it a name you can understand. To save a portion of a page - Drag the mouse over the bit you want to save - Right click and SAVE -

you can then view what you saved anytime. You don't have to be on line to view the saved page. and Yes you can look at the saved page even if the page is removed from the web.
You just won't be able to goto any of the links.

Yes, you will be able to see the part from where you saved, but if you try to search anywhere else on the web page, you won't be able to see the res if it was taken down. You still are able to see the part that you saved, but that's it. I've done this before.
