Go see a doctor. There are too many possibilities:
* High blood pressure
* Too much salt intake
* Varicose veins
* Blood clots in deep veins
* Medication induced
* Heart failure
* Kidney failure
* Liver failure
* Cancer in her abdomen
* Infection
* Diabetes or high cholesterol
Even a doctor will need to run a lot of tests after taking good history to figure out what it might be from. After that, it will take a few more visits to see what's the best treatment for her.
Take her to see her doctor as soon as possible! But don't call 911 unless she has shortness of breath.

Since she has varicose veins, it could be the blood is pooling in her legs due to her abnormal veins. It also could be due to problems with her heart or kidney. The best thing would be to see a physician.

could be water retention. could be poor circulation. could be complications from diabetes or another health condition. when's the last time she has had a doctor's visit? is she taking any medications or supplements? she should definitely see a doctor soon, the sooner the better. if she is on any medications, call the pharmacy that she goes to and speak with the pharmacist.

There are so many things that can cause this, your best bet is to call her doctor. Elevate her feet, while you are waiting for the doctor to call back. Is she having any other symptoms.?If it is very hot where you are and she isn't watching her sodium intake that can contribute to this condition. But if I were you I would just call her doctor with my concerns.
