Start at Romeo. Go West past the bank. walk into the house to the north. Juliet will be in that house.

She's in the house right outside Varrock, west of the west bank.

ok i played runhescape for a long time until recently my account was locked and i didnt borrow unlocking it.. but yeah what you do is shes on the second story on the balcony right next to the bank and that cat lady.

shes on the top floor of house right outside of west varrok and in a tomb in edgevill
