I was going to sign up so I can use it on ebay.. does it charge when you send money ? what about receiving money ? if so how much ?

No they do not charge you to send money but they do have a chart of fees for when you receive money ..kr

The charges are when you receive money, not to send money. I sell on ebay and I think the Paypal fees are steep, for a $1 transaction, they take out like 33 cents. That is high to me.

But Paypal is a necessary factor in ebay sales, so you really can't make good money on ebay without it.

Your fees will depend on many factors. Sending money to someone is pretty much always free with PayPal. If you are receiving money it's free if you have a "personal" PayPal account and the sender didn't use a credit card to send the money to you. Otherwise you will pay a fee for receiving money and the fee amount will depend on the amount you are receiving (see url above).

As a customer of some ebay sell they don't charge a fee, but receiving does, a set fee + percentage. $0.50 + percentage usually around that.

Hi. No charge to pay someone. They do charge to get paid from someone based on a percentage. Check their website.
