Well the weather doesn't just change automatically. There's a build up of conditions that lead to storms and such.

The barometer shows what the pressure is at the moment you look at it. What gives a slight look into predicting the weather, you take a series of barometer readings and see what the trend is. If the pressure is rising over a certain time, the weather will probably be nice. If the pressure is dropping, the weather may get bad.
