Kissing Gourami is one possibilty, but to really know better, it'd help if we knew what kind of fish you are asking about. In some cichilds, this could be mating, or it could be a fight over territory. If you could get back to us what kind of fish you have, we could get you a better answer.

You don't mention the type of fish but I will venture a guess.

You either have a couple of so called Kissing Gouramis (hellostoma temmincki) which spar/fight by kissing or lip locking. Or you have a couple of cichlids (convicts, firemouths, they all do it) which also perform mouth lock displays which can be both a test of strength between two fish of the same sex or by a male and female testing each others strength to see if they are compatible mates.

Well if thay were biting on the lip thay were not mating.

no it is not mating it's call hating on each other, and cichlid seem to do that with other cichlid, but a little kissy is not mating at all
