Your best bet is to advertise in Kamadan for a tome. There are usually lots of tome sellers around. However Elite tomes are going for around 8-10k, so you'll have pay that for one.

If your bow is gold you're better off trying to sell it yourself. If it's not gold, it will be almost impossible to sell and you're better off merching it.

Honestly, in my opinion it's much easier to just cap the skill than buy a tome. Which skill are you trying to cap? Has your Dervish reached the area where the skill boss is? If so, contact me and I'd be willing to help you cap it.
