My great-grandmother, aunt and cousin are all Elvie, short for Elvera, which means little Vera (pronounced with a "ver" that sounds like "verify"). It's Italian. Everyone calls my cousin "elf." If you like the nickname elf, it's yay. If not, it's nay.

Very old fashioned. No feelings either way. Not something I'd name my kid.
As for running for president and being taken seriously, Elvie would probably have the same chances as Kyle, Cody, Colton, Hannah, Neveah, Kylie and some of the currently "popular" names.

There was a patient in our office who was 90 with that name. I think that it may be German. I think that it is a very old name. so nay.
