I think you have to get an AC or a fan...
Box fans are like 10 or 15 dollars. Stick it in the window and get it to pull the hot air out. That's your cheapest option. And you don't have an attic fan? Most old houses do.

Insulation and such would help but the cool has to come from somewhere.

You did not specify whether your AC is a window or split type. But whatever it is, evaporator fan motor must be the problem. Check the evaporator fan motor capacitor first if it is in good working condition. If your unit is a split ype, capacitor is most probably located in the PCB inside the evaporator unit. If it is a window type, you can easily spot where the capacitor is. Capacitor looks like a piece of round or oval shaped aluminum metal with electrical terminals on top. If the capacitor is good, then you have to check the fan motor itself. If the fan motor is good, check the speed relay in the PCB if it is making contact. You may also check the remote control. Sometimes the fan speed is set to low. If this is so, change the fan motor setting A good technician knows what to do in this kind of situation. Troubleshooting an AC involves several logical steps and I cannot specify what is the exact problem unless I see and check it personally. I just hope the tips above help you at least do the basic things. Placing an electric fan facing the AC unit will help push the hot air into the AC unit while you are waiting for the repairman.
