As in causing pain? No, not really. No more than a minor scratch would hurt you. If it gets badly ripped to the base, then it would no doubt hurt much more.

A betta suffering rips to its long trailing fins is almost equivalent to us getting a haircut. Its painless and the fins grow back. If as mm said the rip was all they way to the base then their could be pain as well as other problems, including infection, involved.

Some people who still engage in the ages old "sport" of pitting betta fish against each other will trim excessively long fins as they believe that this increases their fishes mobility and quickness, FWIW.

No, it wouldn't hurt them much until it got to the body. It's still dangerous though because bacteria and other infections can set in that will lead to some hurting.

it woundnt hurt if it just ripped a little but if its a big rip it would hurt a lot
