Because latino refers to the countries more influenced by Latin culture, like Spain, and so all Spanish speaking countries like Argentina are considered Latino, as well as Brazil that is Portugese spaking.. If Italy would have had a colony in southAmerica, it would be considered Latino.. France, tough is a Latin culture county, has been influenced in the ages also by other cultures and is not completely a Latino country.. =)

Portugal and Spain are not considered Latino racially speaking. Both countries are located in Europe, henceforth their people are White / Mediterranean as a generic racial category. You can find darker/lighter people there due to several waves of immigration from South America and Africa. Linguistically, they are Latin just like Italian, French, and Romanian.

The answer "Latin speaking countries" is VERY wrong. Latin is not spoken anymore (outside universities and specialized language centers).
We can call "Latins" to anyone whose language is derived from Latin. That is: anyone who lives in a country where Spanish, Portuguese, French and/or Italian is spoken. Actually, especially Italians (since it's the country where Latin was originally spoken).

generally, "latino" means that you or your family can trace your roots to a country where Spanish or Portuguese is the main language or if you have the aforementioned in your bloodline. Sometimes, "latino" & "hispanic" are used interchangably but "hispanic" refers specifically to the western hemisphere (from Mexico on down, w/ the Spanish-speaking islands included) or the "Latin America" that Spain conquered. To clarify, someone who is a native of Spain is latino or latina but not hispanic. Hope this helps!
