The folks before me gave you the right answer. The only thing I would add is if this is a wireless card or adapter move as close as you can to your router before you try the release/renew thing for your ip address problem.
Been there done that very recently.

IP addresses of 169.254.x.y means that your computer could not reach your DHCP servers to be assigned an address. The easy solution is to repair your Local Area Connection. What kind of modem do you have? Do you have a router, as well?
If you know what your DHCP server addresses are supposed to be you can always assign them manually and then repair your LAC, or use the command prompt for the ipconfig/release and ipconfig/renew method.
Failing that, you would have to make sure that your ethernet card is working and that your ISP hasn't suspended your account for some reason.
Lots of causes for 169.254.....

Go to Start - Run.
Type in "cmd" without the quotes.
From there, type in "ipconfig /release"
After that completes, type "ipconfig /renew"
This should assign you an IP Address from the DHCP server. If not, you're not using DHCP, so you'll need to configure that manually. It's not likely though.
The procedure outlined above will release the IP Address assigned to your network adapter, and will renew it with the DHCP server, allowing you access to the internet.

Go to Start >> Run >> type CMD and hit enter.
type netsh winsock reset (hit enter)
type netsh int ip reset resetlog.txt (hit enter)
restart the computer.
