Replace it.
You lube THROTTLE cables to prevent probs,,,
not to fix them.
Fooling with a sticky throttle rates somewhere between playing Russian Roulet with 4 rounds in a 6-gun,,and playing it with a semi-auto.
Check Carb and throttle/twist-grip assembly itself also.

You've got a pretty old bike. Done much with as far as maintenance? Changed anything like hand grips or carb.? Rerouted the throttle cables? I don't think lubing your cables can hurt but if they're original might think of changing them. They could only be pinched or binding from too sharp a bend in routing. Or it could be something as simple as the set thumb screw that will hold your throttle open at the twist grip may be dragging, make sure it's all the way loose. You make it sound like it returns smoothly just slowly. Otherwise I might think, being an old carb. your slide in the carb. that the cable pulls up and down was worn and sticking.
Some thoughts, good luck.

Figure out what's wrong first.
Remove the throttle cable from the throttle (hand grip).
Hold the outer part of the cable and pull the inner part all the way and let go.
If it returns fast, somethings wrong with the throttle (hand grip).
If it still returns slow, check the throttle linkage on the carb.
Move the linkage.
If it springs back fast, something is wrong with the cable.
Make sure it's routed smoothly, no sharp bends.
Check for any dents, or squished parts of the cable.
Replace if you do.
Lube it.

lube the cable if you haven't recently. To make it easier just cut the corner out of a baggy and stick that over the end of the cable to act as a sort of funnel.
