To start with band width is the speed of your internet connection. To change that you might need to buy a faster link if available, meaning go from dial up to broadband or get a faster broad band connection.
Buffers, there are pieces of memory that the communications protocol called TCP/IP uses to store the information going in and out of your computer. There are ways to tune this but unless you are very computer literate DO NOT TOUCH THEM. If you screw it up you will only make it worse and possibly shut you out of the internet.
You did not say what kind of processor you have, how fast or how much memory you have but all of these can cause these problems.
Without knowing how fast your processor is, how much memory you have and the speed of your internet connection it is impossible to give you a good idea of how to fix your problem.
