try outlets, or goodwill in a richer area in your town. "rich" people will often drop off abercrombie, ae, aero, etc. that's only gently used or still with the tags attached!!!

The only way to get really cheap clothes that are worth wearing is to go secondhand. I know a lot of people are sensitive about it, but you don't have to tell people. I have gotten Dior, Max Mara, Rebecca Taylor, and lots of other designer pieces. I've also gotten clothes from Banana Republic, the Gap, Ann Taylor and stuff like that. Shoes too. I mean clothes that look brand new. And sometimes they are brand new. Lots of stores donate clothing that they haven't
sold.
The thing about chain secondhand stores like Goodwill or Salvation Army is that the best one isn't always in a rich area. The store will get clothes shipped from out of it's immediate area. The best is if you can find one in a low-end area that gets clothes shipped to it from a rich area - that way not so many people will be snapping up the good stuff. You just have to be patient and go from store to store. And shop carefully. There are also secondhand stores that only carry good clothes, but they can be more expensive. Check the phone book for smaller stores that aren't as well known. Stay away from "vintage" stores, they can be really expensive.
Once you get into it, it's really fun. And you'll get great stuff - much better than Marshalls or Old Navy, etc. Or God forbid, Walmart!
