It probably developed a small glitch when it was downloading. Since it is new, I would uninstall the IE7 and then reinstall it.

I would remover it and reinstall it. Go to add remove programs in control panel to do this. It goes back to your old IE by default. Then download it again.

You may have some other repairs on your computer that need done if your file programs in your windows are not working. Look for help in the help and support icon while online.
