It asks whether a religious person is loved by god because (s)he is religious or is religious because god loves him/her in the first place.

The dilemma rephrased for a modern audience might be: Does God love what is good, because it is good, or is the good "good" because God loves it.

The dilemma is the following: If God loves what is good because goodness is somehow independent of God, and God recognizes this goodness, than isn't goodness somehow elevated about God's judgement?

Or, if it's the case that God loves goodness because he commands what is good or not good, than isn't Goodness just arbitrary, and up to the whims of what God decides what is good or not
