K-31 Tall Fescue is the oldest cultivar of all the turf-type talls.
K-31 is an excellent grass to plant along the highway and in commercial areas where there is no foot traffic.
For home lawns, it can look great, but on bare feet, feels far inferior to other Turf Type Talls.
It's also great for that "extra" lawn area you don't want to water, fertilize or mow that often.

This lists the best to the worst Tall Fescues. Oh, where is K-31 in overall quality? DEAD LAST across the country.

It all depends on what you are planting. If it is a field, then it is good. If you want it for a lawn, then it is not that good. It is a course grass and it grows in clumps.
I use a fine blade fescue myself. Like Rebel or Falcon. I had a beautiful Bluegrass lawn once but the grubs got to it. I replanted with the fescue and it looks almost as good but it is so much easier to take care of.

Keep in mind fescues are best in cooler climates or winter plantings. The grass suffers in the summer time due to the large quanities of water that it needs. A cheap grass seed that requires large amounts of water is not cheap. This grass actually germinates best in the fall or early spring. There are better grasses available. Check withyour local county agent where you reside.

Depending on where you live in SC, it's probably going to be too hot for a Kentucky grass. We lived for 20 years in Columbia, SC and had great luck with bermuda. It likes heat, sun and lots of water through the spring and summer.
