Hello, It sounds like you have a contactor stuck. A contactor tells your unit when to come on, it is a set off electrical points and it sounds like they are stuck ******** letting your fan to run all the time. They are located behind the electrical panel on the outside unit TURN OFF THE BREAKER SUPPLYING THE 240 VOLT POWER BEFORE YOU REMOVE THE PANEL the contactor will in the small electrical box where the power supply comes in. It will be a small breaker lookin piece with a set of points on top, and you can probably see them burnt or pitted and this should be done by someone who knows about A/C's hope this helps

Is the compressor running, or just the fan? If it is the contactor, both items will be running. If it is just the fan, is there a great deal of heat in the unit? Some units are designed to run the fan to cool the condenser based on temperature/pressure. Your compressor could be kicking out and the fan continues to run. You will need to call a reputable service company to repair the unit. If you don't have a company, look in the yellow pages under the maker of your outdoor unit.
