It is usualy said in a sarcastic way, so I would take it as an insult. Can I have ten points please?

It would normally be said in the context of an arguement, at the end of an arguement; in which case I would take it as niether because its just a manipulative ploy to guilt you into agreeing with that person's points. Or it might be said when the person wants to argue, in this case it's used to get a reaction so they can bring up thier points.

Sweetie I'm sorry. If someone said that to you, I think they were trying to be mean. Just try and look past it. Some people have no home training these days.

I wouldn't know how to take it. So to be on the safe side, I would tell that person "same to you" along with a shy girl smile.
