something that won't rot or get bad in 3 years. Woodchips, sand, gravel, rocks, etc. And should I use a liner. thanks for your help.

I like cyprus mulch, it doesn't float away like bark will.

If it was me I would use small river rock pebbles. If the shrubs are dark green in colour use white river rock pebbles.

Wood chips can look good, but the down side of using them is when it rains they float all over the place, then you have to sweep them back where they belong.

Do use a liner under pine bark mulch.
