That is, is the 20+4 pin adaptable to the 24 pin motherboard?

YES. It is actually a universal connector for both old (20 pins) and new (24 pins) motherboard.
Because of the higher power requirement of new devices, the +3.3V, +5V and +12V lines were increased in motherboards w/ 24 pin ATX. See pins # 11, 12, 23 & 24 in link below. These are the "+4" pins.

the 20+4 means the plug has two parts that join togeather to give you 24 pins. Or remove the 4 pin section for 20 Pins.

Yes, they all come that way. It's so they're backward compatible with 20-pin motherboards.

That is the purpose of these power supplies. They can be used on most any motherboard now days. Answer = Yes

No. It will make a light high pitch buzzing sound when you plug it in though.
