Some things are coated with Teflon by coating with a emulsion of fine teflon powder mixed with ammonium preflorooctanoate (and other materials). The dried emulsion is heated enough so the Teflon particles sinter to form the Teflon coating. The perflorooctanoic acid derivative acts to help the Teflon adhere to the surface as one end of the molecule is like Teflon, and the other end likes to stick to the metal pan.

The pan has tiny pits in it so when they pour the teflon on it fills the pits and coats the surface...kind of like velcro.
