Iran, during the Presidency of Jimmy Carter.
He did nothing.
As soon as Ronald Reagan was elected, Iran released the hostages.
What is amusing is, Jimmy Carter oversaw the removal of the Shaw of Iran from leadership in Iran (once an ally) and set up the Ayatollah Khomeini as leader of Iran.
Iran has been violently anti-American ever since.
That area of the Middle East has seen little peace since Jimmy Carter upset the balance of power and was rewarded the Nobel Peace Prize.
