Why not stand next to him and put your arm in his and ask if he wants to go to Starbucks for a coffee or some thing? Order Lattes and talk......
Sometimes you can quietly take the lead without him knowing...

Despite popular opinion so far I'd disagree, toss him some big hints (get a friend to knock some sense into him if nessicary). This way you don't come off as desparate, and lets him be the gentleman.

You can either ask him out, or find a boy that has self-confidence and is willing to take a risk if it means he gets to take you out.

thats a tough one. If he seems to cheesy and insecure to make a move, he might not be man enough but at the same time maybe just a little boost would do it. Make that decision for yourself. Maybe he needs you to make the first move or show him hes good enough for you.

a lot of guys are shy and have a hard time asking girls out so put yourself in his shoes and do the asking instead!

Last I checked, girls have mouths, too. In fact, they make it rather obvious that they do. So use yours to ask him out or at least say something about it.
