Outline the top of your eyes in dark eyeliner and the bottom of lighter liner from the same color family (eg. dark brown and light brown). That helps your eyes look bigger.
As for your face, avoid short hairstyles that bring out your round face. Go for something longer, and more blunt cut, to make your face seem longer. :]

Black eyeliner & black mascara. Put a thickish line on the top lash line, and put it on the outsides of the bottom lash. You can use either pencil or liquid eyeliner, whichever you are more comfy with. You could smudge it a little if you are using pencil to give it that smokey effect. For mascara just put a little on the top and bottom. Put the brush through the lashes, and wiggle it a little at the ends.

Eyeliner in the corner of your eyes and then outline your bottom lashes with white eyeliner and then wear a dark color on the top lashes, with a light blue eyeshadow, and then a darker blue in the crease of ur eye. It works I have the same problem.

to bring them out and really make them pop, use black eyeliner all around inner lid (below upper lashline,above bottom lashline) and a little mascara just on top lashes. To make them look bigger and shinier, use white liner around inner lid.

Liquid eye-liner in a thin line across the top eyelids.....mascara.....experiment with pencil eyeliner underneath the eye too.....you need to put it basically on the ridge of your bottom eyelid...this should help

Highligner on you cheek bones, bronzer or blush on you concaves, light shadow on your inner eyes, darker make up on your outer eyes. and brighting mascara. Try to stick with neutrals because of all ther color happening.

eyeliner definitely. but also shimmering eye shadows draw attention to your eyes. don't use liner all the way across on the bottom lid. it tends to make under-eye circles or bags stand out
