No. It's a shonen manga and anime. No one ever kisses or says that they love each other. They just hint at it a lot. But maybe Tite Kubo will surprise us. He;'s already done a lot of things that stray away from the usual shonen genre. Keep your fingers crossed, but don't hold your breath . . . ?

Well firstly, from one of the earlier episodes when they meet the boy who was the parakeet in soul society, didn't we discover that most souls end up not finding their true relatives and instead constructing families from people around them. From that I would probably say no Toshirou is most likely not to be Momo's biological brother at least. On the other hand, I wouldn't say it was love either. Psychologically speaking, as much as they are not actually blood relatives they have basically constructed a brother-sister relationship or possibly a deep friendship. Therefore, like many of the others, I would probably say that it is more of an overprotective brother/friend rather than someone in love.

I myself support Hinamori and Hitsugaya, but they haven't kissed, or anything of the like going on. Yet. Hopefully.
Shonen Jump usually doesn't have straightforward romances, like a kiss. Who knows though, Tite Kubo might be lenient enough to have a HitsuHina relationship in his manga.
Right now, Hinamori views Hitsugaya like her best friend, and so does Hitsugaya.... just with this unbeatable desire to not let anyone harm her.
I believe that after Ichigo and Rukia, HitsuHina is the most likely paring, so don't despair!
