It is both! And it's worse than that! It is a solution in water of sodium, potassium, calcium, bicarbonate, chloride, and other less obvious inorganic ions. It is also a water solution of urea, creatinine, glucose, and an impossible conglomeration of low-molecular weight organic compounds.

It is also a colloid (not quite a solution, but a wannabe) of proteins, lipids, glycolipids, lipoproteins, glycoproteins (don't forget antibodies, which are the same (or different?) from immuneglobulins.)

Next, it is a whole collection of living cells, each with its own nucleus: Red cells, white cells, B-cells, T-cells (let me count the ways...).

plasma is mainly water,90% of it.7-8% are protiens(albumins,globulins,fibrogens) and 2-3% organic,inorganic and dissolved gases.
