It is a war, but there is no army to fight it. The world stands devided.

Not war alone. But we still live in an age where it is necessary. But we should be using our troops to defend our border. And to go after the training camps. The fact that none existed in Iraq before we took down Hussein. We need to redeploy half of those to Afghanistan. We must also work on solutions. Terrorism will end when it is outlawed by every country in the world. We may not achieve that lofty goal but we will never achieve it if we do not start.
We can't and should not negotiate with terrorist because they can not be reasoned with. We do however need to work with all the countries in the area to bring about a cease fire.
