First, I see no one has answered so I tell what I know. I have not had a Mercury outboard in 20 years. Is this 2 carburetors? You may try looking on front or the side opposite the linkage. But, if you not have a high RPM, look on the side opposite the linkage for a brass nut close to the bottom and remove and inside is the Jet. Use a screwdriver that fit!!! You not want to strip it. Remove the Jet and see if it is clogged (Usually the bottom carb if there are two) and clean it out with some carburetor cleaner spray and poke with no more than a toothpick, you not want to dis-form the hole. This may solve the problem, normally you should not need to do any adjustments. This all I know without seeing and re-orienting my thoughts.
