I think some people actually have empathy, I know it's hard to believe but every now and then people mean it as a way of saying I feel for you and I hope things work out well.
Obviously this is a foolish notion according to the people who have answered so far.

wwefanatic is the king of this...he answers with one to two words and puts good luck at the end. Its comical to me now.

i always say good luck, or best of luck when i think it is needed. and no, im not sucking up, or brown nosing. i usually mean what i say.

i would imagine that this is the way they were taught by their parents or relitives and might just be a way for them to end a conversation being that they have no other ideas of how to do that

I have actually seen that and it is annoying to say the least. I think its because they don't want to get reported or a violation and that is their way of limiting that.
