the reason for this is the lever is not disengaging the blade all the way. there is probably a screw or an adjustment under the lever or around it that will adjust it to where the blade will stop completly... hope this helps you

Either the tensioning pulley is not moving all the way back or the belt is too short. Something is holding the belt against the drive pulley. I would pull the deck off, clean it all up, check the tensioning pulley/blade brake and make sure that the right belt is on it.

The track that the tensioner is on is dirty and the spring isn't strong enough to disengage the belt.
