Coldest place I've ever been is North Pole, Alaska.
It was the coldest temperature-wise (40 below) but you know what they say, it's a dry cold. I've had it feel colder in California, but that's probably because I was actually out in in longer (riding on a motorcycle for an hour in fog will freeze you right through your bones).

Coldest place I ever lived was Spokane WA in the winter of 1966, it was 40 below at night and the highest tempature for 20 straight days was 21 below.
