How do they look terrible? Are they chipped? Do they have cracks which go from the ground up to the coronet band? Do they have ridges (was the pony foundered at one point)? You don't give any specifics to judge if there is a lack of care or if the pony has had health issues which would affect the way her feet grow. A horse which has recovered from founder will not have nice looking feet, ever. What does your friend say about the pony's hooves? It is possible her farrier is already doing as much as possible. Maybe you could be there the next time the farrier is out and just ask some questions without making accusations until you have a better idea what the whole story really is.
If only one pony has bad feet and the rest are well cared for, your friend may already be doing what her vet and farrier recommend.

Well, your friend should have the farrier come out and look at the pony, so they can cut down the hooves so they can grow normally after a few sessions. She should also get a vet over there to give the hooves medicine more often. It is very painful for a horse to have bad hooves. Please do something about it. Either get her to contact a farrier or a vet out there to see it, dont take her word for it. If she refuses than she was lieing about it in the first place, call the humane society. I know she is your friend, but think about the wellfare of the horse, its not fair.

I would call the humane society. Just because it is your friend doesn't mean the horse should have to suffer. Some people need a wake up call before they will act responsible. A visit by the human society might just be the nip in the bud that she needs.

The Humane society will help pet owners treat their pets once they see them willingly seek help for them. They won't just take them away.
